C Tier: The next tier of games are very mount dominant. The vast majority of the best units in this game are either cavaliers or fliers. The only reason why these games don't get ranked down any further is because there are at least a handful of infantry units that are viable.

Fates: Birthright
Of the three installments of Fates, Birthright is the least mount dominant game. Unlike Conquest, it seems like you can make a convincing argument that Corrin's optimal class is as a Ninja. In addition to that, all your ninjas are top tier. I think this is the only game with thieves who are more useful than Radiant Dawn Sothe, which is pretty incredible given how useful Sothe is in that game. They have consistent 1 - 2 range in a game full of Rout maps, and it's not like you can't bolster their movement or durability either. Unlike other thieves, these guys will be able to 1 Round KO everything for forever basically.
Ryoma is the only swordmaster in the series who happens to be more broken than Rutger. Having a Swordmaster be able to solo a game was unheard of until Ryoma came along. It counts as very favorable towards Birthright.
So if Birthright has all these positives going for it, then why is it here?
# 1: Most of your best units either are high movement or can be. Ryoma can be reclassed to a Paladin via A+ rank with Silas and a Friendship Seal. It'll take a while to build up their supports, but it is possible, and there is an incentive to do it.
# 2: Most of your fliers are pretty high tier. Reina, Hinoka and Scarlet are either top tier, or close to it. The most efficient way to use Takumi is to reclass him to Kinshi Knight.
# 3: Silas is better than most of the cast while being your only cavalier. Paladin!Jakob is still broken in this game.

Sacred Stones
Whenever the gameplay of Sacred Stones gets brought up, Seth solos are immediately what follows. That's already a bad sign, but it gets worse since your next best units are also high movement characters: Vanessa and Franz. The majority of your best units after them are also in high movement classes. Cormag and Tana also say high. Your Christmas Cavaliers are good, though not broken. It doesn't look too good for Sacred Stones.
I've seen Artur rank very high in Sacred Stones tier lists with nobody having any problem with his placing. The main reason has to do with his staff rank (I've also heard that his combat is good) and the fact that you can potentially make him a Warpbot. Saleh also ranks highly for similar reasons except his combat is good enough that it also counts as really good. Saleh's placement depends on which route you take, but in Eirika's route he can be placed as high as S tier. I've also seen Lute get ranked in B tier with experienced Fire Emblem players being okay with her placement there.
Ephraim spends the majority of the game without a mount and he's still very useful even when he's unmounted. Moulder and Gerik are ranked pretty high. I've even seen Innes and Garcia get ranked fairly well too.
Sacred Stones would rank a lot higher if it weren't for Seth being so stupidly broken.

So who are the best units in Blazing Sword? Marcus, Florina and your Christmas Cavaliers (Sain and Kent). Your best infantry units are your dancers, but that doesn't count for much since dancers will always be amazing, even in the most mount dominant games.
Heath, Fiora and Priscilla are also generally viewed as being very good. Two of those three units are fliers, so that's further proof of this game's mount dominance.
Who are the Good Infantry Units?
Staff utility is valuable in Blazing Sword so Pent, Erk, Lucius, and Canas are all considered worthwhile. Raven and Hector are decent combat units too who will see some use. Oswin, Matthew and Serra are viewed as usable so their inclusion here counts for something. I used Mekkah's tier list of Blazing Sword as a frame of reference. It's 5 years old, but it's still accurate.
Kaze and kagero aren't top tier in BR, kaze has both offense and bulk issues while kagero has bulk issues in a heavy EP focused game
